Why have we so many sticky subjects at the top of all the topics ?

For instance:

Application and Games:
Review video of BBC iPlayer, you tube, orange world etc

Does it need to be a sticky, bearing in mind it has not been replied or written to for few weeks ?
Cant we have a new section for 'Old sticky's ?' perhaps call it Bogies
